The discount describes the seller, not the building
All three of the VIP Tropika studios listed here carry the same developer reference price, 4,816,176 THB. P1217 and P1212 are asking 34% below it. P2109, the same 30 m² apartment on the same floor, is asking 25% below it.
Nine points of spread on identical stock is not a statement about the project. It is a measure of how badly each of three people wants out of a contract that completes in 2028, and it is the most useful thing on this page, because it tells you what kind of counterparty you are dealing with before you open a conversation about price.
It also sets a floor under any claim that a discount proves value. Against the same list, the same apartment is on offer at two prices. At least one of those numbers is describing something other than the apartment.
What to do with that
Ask both sellers here the same three questions, how much they have paid, what remains, and how quickly they need to close, and let the answers rather than the percentages rank them. A seller who has paid four instalments and needs out in a month is a different transaction from one who has paid a reservation fee and is testing the market, even when the sales sheet shows the same headline.

What actually changes hands
Nothing here is an apartment yet. On an off-plan assignment the seller transfers their contract, so what you take over is a position in the developer’s payment schedule: the instalments already made, the ones still due before completion in 2028, and the right to take delivery and register the lease when the building is finished.
Two consequences follow, and both matter more than the headline discount. The developer has to consent in writing, because the contract is with them and not with you; without that consent there is no transaction, however agreed the price. And the seller’s receipts are the proof of what you are buying: a contract with four instalments paid is a different asset from one with a reservation fee paid, even when both carry the same unit number and the same asking price.
So the diligence order runs backwards from the way the sale is presented. Establish the payment position and the consent first, and treat the percentage on the sales sheet as the last thing to discuss rather than the first.
