Thailand’s Minister of Natural Resources and Environment, Suchart Chomklin, said in late June 2026 that appeals by occupants of several Phuket coastal sites had been rejected, clearing the way for demolition from July at Nui Beach, at Freedom Beach and at hotels operating inside Sirinat National Park. Owners were given until 9 July 2026 to remove the structures themselves, failing which the work would be carried out at their expense. The Royal Forest Department subsequently began the Nui Beach clearance under Section 25 of the National Reserved Forest Act after the administrative order became final. Officials also cited the prior revocation of the site’s land-use document following a 2014 Supreme Court ruling, as reported by The Nation and Bangkok Post.

Reported counts of how many structures came down differ between outlets, so we are not quoting a figure here. The mechanism matters more than the arithmetic.

The Detail Buyers Should Not Skip Past

Officials made one procedural point that is worth reading twice: where a structure stands on land that carries a title deed, even a disputed one, demolition has to wait for the Department of Lands to revoke that deed first. The document does real work, right up until the moment the state determines it should never have been issued.

That is the risk a foreign buyer is actually exposed to on Phuket coastal and hillside land. The danger is rarely that a property has no paperwork. It is that the paperwork exists, looks legitimate to a buyer reading it for the first time, and rests on an issuance the state may later unwind because the land was national reserved forest, park land or beyond the boundary the original survey permitted.

What a Chanote Does and Does Not Prove

A Chanote, the Nor Sor 4 Jor, is Thailand’s strongest form of land title, and it is what any buyer should insist on. It records a surveyed and marked boundary and it supports registered transactions at the Land Office.

What holding a Chanote does not tell you is how that title came to exist. Titles upgraded from weaker documents over land that was never lawfully alienable are the ones that surface in cases like these. Checking provenance means going behind the current deed: which document it was upgraded from, when, on what survey, and whether the parcel sits inside a national park, a reserved forest boundary or the coastal setback.

Why This Risk Is Lower for Condominium Buyers

The overwhelming majority of foreign purchases in Phuket are condominium units bought freehold within the 49% foreign quota, measured by total floor area of the building under the Condominium Act B.E. 2522 (1979). A registered condominium building goes through licensing, survey and condominium registration before units can be transferred, which gives buyers more layers of documentary review than a standalone land purchase.

That is not a guarantee of clean title, a good investment, competent management or fair pricing. It does mean the failure mode described in this story is materially less common in registered condominium purchases and concentrated in standalone coastal and hillside land deals. Independent legal review still matters.

The Practical Rule

Land in Phuket that is unusually cheap for its location is unusually cheap for a reason, and on the coast the reason is often the title. A price that looks like a bargain against neighbouring plots should trigger a provenance check, not a faster decision.

Because the deed carries legal effect until the state removes it. Officials said in this case that structures standing on land with disputed title deeds had to wait for the Department of Lands to revoke those deeds before enforcement could proceed. That procedural step is also why buyers should not treat the existence of a deed as proof that the underlying land was lawfully titled.

Registered condominium buildings went through licensing, survey and registration before sale, which tests the land at that stage. The separate coastal rules that constrain how close to the shoreline anything can be built still apply to any project, and they are one reason genuine beachfront stock in Phuket is scarce and priced accordingly.
