Have independent counsel establish who those promises bind and whether a successor to the land is bound, before the first tranche rather than at handover.
One more thing to establish on a scheme this small: who the contractor is and what else they have built on the island. On a seven-villa estate the developer may not be the builder, and with no completed phase to inspect, the contractor’s record is the only evidence available of how the finished product will look.
