Pattaya condominiums sell to foreigners freehold inside the 49 percent foreign quota of each registered building, with the purchase price transferred from abroad and documented. Larger developers in Pattaya routinely state whether foreign quota remains and often price the foreign-quota units slightly above the Thai-quota ones; that difference is a fact about the building, not a fee.
